Is the stain an oil base that serves as a varnish or is it just a coloring that will need to be varnished over.

The stain that is used on the Traditional Cedar Picnic Bench does have a sealer in it. It does not have a hard coating like varnish. Hard coatings like varnish or polyurethane are not recommended for cedar products that are going to be used outside in the weather.
